Rain is often a Synonym for Depression. This is a song about growing old...about the realization that you have less time to go that you have already had.  Questions.... how many years have I left..and how many of those will be good years, unmarred by Illness,  pain and other concerns.
Having said this, every coin has two sides. When we are young and invincible, time is like water, we can swim in it and  can waste it without a care because we have so much of it. When we become older it takes on a different quality...it  becomes more like honey....trickling thick and golden into the sands of eternity...to be savoured and treasured...time is precious..waste it wisely. Bob Dylan once said:
"Some People feel the Rain - others just get wet"
